GOUDGE, Herbert J.

in London, England, April 26, 1863;
son of Nathaniel Edmund and Agnes
Bateman Goudge. Married to Nellie
Agnes Tighe in 1891. Educated at
King's College, London. After finish-
ing his studies spent several years in
European travel. Moved to the
United States in 1888, and after a
short time spent in New York City
located in Ventura Co., Cal., and en-
gaged in fruit culture. Studied law
at this time and was admitted to prac-
tice in Superior Courts of Ventura
Co. in 1893; admitted to practice be-
fore Supreme Court of State of
California in 1894; admitted to practice
before U. S. Supreme Court in 1907,
moved to Los Angeles in 1895 and
engaged in the practice of his profes-
sion. Appointed first asst. city atty.
in 1901; remained in this office until
1906. Identified with important
events in the city's history, viz.; tak-
ing over of City Water Company's
plant, acquisition of Owens River
water rights, and preservation of Los
Angeles River bed from private ex-
ploitation. On retirement from office
became member of firm of Williams,
